Examining Detroit’s Community Benefits Ordinance

Virginia Parks, UCI professor of urban planning and public policy and department chair, was interviewed about Detroit’s first year under a community benefits ordinance, “requiring developers who want tax breaks for large projects to sit down with residents before their plans receive approval.”

In the article, Parks provides commentary on elements of process and measures of success that might be generalizable to understanding the efficacy of community benefits agreements nationwide.
